Electrical Enclosure Procurement: 7 Checks That Prevent Costly Delays in Middle East Transformer Projects

From a transformer buyer's desk, an electrical enclosure is never just a fabricated steel box. It must arrive on time, match the approved drawing, survive the local climate and fit the electrical equipment without site modification.

The lowest quotation is therefore not always the lowest final cost. One incorrect cable entry, distorted door or incomplete conformity document can delay transformer assembly, FAT or customs clearance.

For Middle East transformer projects, I normally evaluate seven areas before approving an electrical enclosure supplier:

  • Equipment interfaces and drawing accuracy
  • Temperature, dust and condensation control
  • IP protection and sealing details
  • Corrosion and UV resistance
  • Applicable IEC and local compliance requirements
  • Inspection, packaging and shipping arrangements
  • Payment terms and document control

If these seven points are clear before production, most later problems become manageable.

1. Check the Interfaces Before Comparing Prices

The first risk is rarely steel quality. It is a mismatch between the enclosure and the equipment installed inside it.

A custom electrical enclosure for transformer manufacturers may need to accommodate protection relays, terminal blocks, control wiring, marshalling components, metering equipment, cooling controls or auxiliary power systems.

Before requesting a final quotation, I expect the drawing to confirm:

  • Overall dimensions and usable internal space
  • Door opening direction and maintenance clearance
  • Cable-entry and removable gland-plate positions
  • Mounting channels, panels and equipment brackets
  • Earthing studs and bonding points
  • Lifting lugs, base channels and anchor holes
  • Ventilation, filter and air-conditioning openings
  • Terminal-box and transformer connection interfaces

A quotation based only on length, width and height is not enough. A serious electrical enclosure manufacturer should review the interfaces before cutting steel.

This is particularly important when the enclosure is supplied together with a transformer oil tank or integrated into a compact substation enclosure.

2. Design for the Actual Middle East Environment

"Middle East specification" is too broad to be useful.

An enclosure installed inland near Riyadh faces intense heat, dust and large day-to-night temperature changes. Equipment near Jeddah, Dammam or Jebel Ali may also face humidity and airborne salt.

The RFQ should therefore state:

  • Maximum and minimum design temperatures
  • Indoor or outdoor installation
  • Direct solar exposure
  • Dust and sand conditions
  • Relative humidity and condensation risk
  • Distance from the coast
  • Internal heat generated by the equipment

Many regional projects specify maximum ambient temperatures approaching 50°C, but this should always be confirmed from the customer's project specification.

For an outdoor electrical enclosure, adding more ventilation is not automatically the right solution. Open vents may reduce temperature but also create new paths for dust and moisture.

  • Depending on the heat load, the solution may include:
  • Filtered ventilation
  • Sun shields or double-skin roofs
  • Anti-condensation heaters
  • Thermostats or hygrostats
  • Heat exchangers
  • Enclosure-mounted air conditioners
  • Light-coloured, UV-resistant exterior finishes

The cooling method should be selected after reviewing internal losses, ambient temperature and the required protection level.

3. Do Not Treat IP55 or IP65 as a Marketing Label

An IP55 electrical enclosure for desert environments must maintain its protection after locks, hinges, gland plates, filters and installed cables are added.

The IP rating should be defined and verified according to IEC 60529, which classifies the protection provided by enclosures against access, solid objects, dust and water.

From a procurement perspective, I check more than the number on the specification:

  • Are the door gaskets continuous at the corners?
  • Are cable entries included in the tested configuration?
  • Do door locks provide even gasket compression?
  • Are ventilation filters suitable for the required IP rating?
  • Are unused openings properly sealed?
  • Can the enclosure maintain its rating after transportation?

IP65 may be necessary for some exposed locations, while IP54 or IP55 may be sufficient for sheltered installations. A higher rating can also make heat dissipation more difficult, so it should not be selected without considering thermal performance.

The correct industrial electrical enclosure balances protection, temperature control and maintenance access.

4. Match the Coating System to Dust, Salt and UV

A neat paint finish during factory inspection does not guarantee long-term corrosion resistance.

For a corrosion-resistant outdoor electrical enclosure, the specification should cover the complete coating system rather than simply stating "powder coated."

Important details include:

  • Steel-surface preparation grade
  • Primer type
  • Intermediate and topcoat materials
  • Total dry-film thickness
  • Exterior colour
  • UV resistance
  • Adhesion requirements
  • Repair procedure for damaged areas
  • Target corrosivity and durability category

The ISO 12944 environmental classification helps buyers assess atmospheric corrosivity, while ISO 12944-5 provides guidance on selecting protective paint systems.

For coastal or heavily industrial environments, a C4 or C5 coating system may be required. Inland projects may use a different system, depending on the tender specification and expected service life.

Salt-spray hours alone should not be used as a complete service-life guarantee. I also ask for surface-preparation records, coating data sheets, dry-film-thickness reports and adhesion results.

5. Separate Empty-Enclosure Standards from Assembly Standards

One common purchasing problem is asking an enclosure fabricator to certify something that only the final assembly manufacturer can verify.

IEC 62208:2023 applies to empty enclosures for low-voltage switchgear and controlgear assemblies up to 1,000 V AC or 1,500 V DC.

Once the enclosure contains switchgear, busbars, protection devices and wiring, the completed assembly may need verification under the relevant parts of IEC 61439.

The purchase order should make this responsibility clear:

  • What must the enclosure fabricator verify?
  • What must the transformer manufacturer verify?
  • Which tests require the completed electrical assembly?
  • Which certificates must accompany the shipment?
  • Who approves deviations from the project specification?

For Saudi projects, the importer should check the HS code and applicable technical regulation before shipment. The official SABER platform manages product registration and relevant conformity and shipment certificates.

For UAE projects, buyers should review the current digital conformity services offered through the UAE Ministry of Industry and Advanced Technology.

Not every fabricated sheet metal enclosure follows the same certification route. Confirming the product classification early is much easier than solving a customs problem after the cargo reaches the port.

6. Ask for Evidence, Not Just a "Passed" Label

A supplier saying "quality is good" does not help a procurement team close an inspection file.

For each transformer enclosure or control cabinet batch, I normally request a practical document package:

  • Approved production drawing
  • Material certificates
  • Welding procedure and welder records, where required
  • Dimensional inspection report
  • Door-alignment and operating checks
  • Earthing-continuity verification
  • IP or water-ingress test records, when specified
  • Surface-preparation and coating reports
  • Dry-film-thickness readings
  • Final inspection photographs
  • Packing list and packing photographs

The inspection plan should also identify hold points. Critical dimensions, cable-entry locations and door operation should be checked before coating, not after the enclosure is completely finished.

A clear quality-control process reduces arguments because both sides know what evidence will be submitted before release.

Lead time should also start from the approved drawing date, not simply from the purchase-order date. Otherwise, every drawing revision quietly consumes production time while the delivery date remains unchanged.

7. Plan Packaging, Shipping and Payment Before Production

The final procurement risk starts after the enclosure leaves the factory.

Standard cabinets usually move more safely in an FCL container. Large compact-substation shells or E-house sections may require an open-top container, flat rack or breakbulk arrangement.

For smaller orders, LCL shipment may appear economical, but the additional handling increases the risk of scratches, door distortion and moisture exposure.

A Middle East shipment should normally include:

Seaworthy wooden or steel-frame packaging

Moisture barrier, desiccants or VCI protection

Protected lifting points

Clearly marked centre of gravity

Door and removable-panel restraints

Touch-up paint for minor installation damage

Spare gaskets, filters and keys

Bilingual or project-specific identification labels

Common arrival ports include Jebel Ali, Khalifa Port, Dammam and Jeddah Islamic Port. The selected route should consider the installation location, inland transport limits and crane availability.

The quotation should also state the agreed Incoterms® 2020 rule. FOB, CFR, CIF and DAP allocate transport costs and risks differently, so writing only "shipping included" creates unnecessary disputes.

For payment, common options include:

T/T bank transfer, often with a deposit and balance before shipment

Irrevocable L/C at sight for larger or first-time projects

Milestone payments linked to drawing approval, inspection and shipment

Retention or performance guarantees when required by the contract

The PO should state the transaction currency, bank-charge allocation, inspection release condition and documents needed for the final payment.

A Buyer-Ready Electrical Enclosure RFQ Checklist

Before sending an inquiry to an electrical enclosure supplier for a transformer factory, I would include:

  • Country and installation site
  • Indoor or outdoor application
  • Empty enclosure or completed assembly
  • Approved drawings or equipment layout
  • Material grade and plate thickness
  • Required IP rating
  • Ambient temperature and internal heat load
  • Corrosion category and coating specification
  • Applicable IEC, utility and local standards
  • Quantity and delivery batches
  • Inspection-document requirements
  • Destination port and Incoterm
  • Preferred payment arrangement

This information allows suppliers to quote the same technical scope. Without it, the lowest price may simply be based on the most incomplete interpretation.

The Real Result: Fewer Surprises at Assembly and Site

The purpose of buying a custom electrical enclosure for Middle East transformer projects is not to find the cheapest steel fabrication. It is to protect the transformer production schedule from drawing errors, environmental failures, customs delays and site rework.

A reliable supplier should be able to explain how the enclosure will be manufactured, inspected, packed and documented-not only how much it costs.
