For a transformer manufacturer, the decision to outsource a transformer radiator should not begin with the supplier's unit price. It should begin with one question: where is our factory capacity most valuable?
Radiator production requires steel preparation, panel welding, fixtures, leak testing, painting and considerable floor space. When transformer orders rise suddenly, an overloaded radiator line can hold up an otherwise completed transformer.
From a procurement perspective, the safest approach is usually clear:
- Keep thermal design and drawing approval in-house
- Outsource controlled fabrication when capacity is tight
- Qualify backup capacity before an urgent project arrives
- Measure total cost instead of comparing steel prices
- Connect radiator deliveries to the transformer assembly plan
1. Compare Total Manufacturing Cost, Not Just Labour
An internally produced power transformer radiator may appear cheaper because the calculation includes steel and direct labour but overlooks the cost of maintaining the production line.
My make-or-buy comparison normally includes:
- Welding equipment and fixture depreciation
- Workshop space occupied by radiator production
- Power, welding wire and consumables
- Leak-testing equipment and labour
- Surface treatment and painting
- Rework, scrap and production interruptions
- Quality-control and maintenance expenses
- Idle capacity during low-demand periods
External purchasing also has costs, including freight, supplier management and incoming inspection. The goal is therefore not to prove that outsourcing is always cheaper.
The real objective is to determine which option provides the lowest total cost at the required delivery reliability.

2. Outsource Fabrication Without Outsourcing Engineering Control
A transformer radiator supplier should not be expected to guess the cooling requirement. The transformer manufacturer still owns the thermal design and complete-transformer performance.
Before requesting a quotation, engineering should define:
- Transformer losses and cooling method
- Required number and size of radiator elements
- Header-pipe dimensions
- Flange type and centre distance
- Valve and lifting-point arrangement
- Design pressure and test requirements
- Coating or galvanizing specification
IEC 60076-2 covers temperature-rise requirements and test methods for liquid-immersed transformers. However, supplying a compliant radiator does not by itself prove the thermal performance of the complete transformer.
My rule is simple: engineering freezes the design; procurement controls the manufacturing route.

3. Use Outsourcing as Surge Capacity
Moving all radiator production outside the factory is not the only option. A hybrid arrangement often gives a transformer manufacturer more flexibility.
The internal line can handle:
- Standard, repeat-production radiators
- Prototypes requiring frequent design changes
- Small emergency batches
- Products involving sensitive proprietary designs
- An approved external supplier can handle:
- Seasonal production peaks
- Large project batches
- Non-standard panel dimensions
- Urgent schedule recovery
- Special coating or galvanizing requirements
This approach prevents permanent investment in equipment that may be fully used for only a few months each year. It also provides backup capacity when an internal welding line is under maintenance.
For Middle East projects with fixed energization dates, that extra capacity can be more valuable than a small unit-price saving.
4. Begin With a Pilot Batch, Not a Large Purchase Order
A factory audit shows how a supplier works. A pilot batch shows whether its radiators actually fit your transformer.
Before moving significant volume, I prefer to order a limited quantity and check:
- Flange alignment on an actual transformer tank
- Header-pipe position and dimensional consistency
- Valve installation and operating clearance
- Lifting and handling behaviour
- Oil filling and circulation
- Coating compatibility with the transformer tank
- Packaging performance after transportation
The pilot order should be evaluated using measurable results. Useful indicators include incoming rejection rate, installation time, leak-test results, rework hours and actual production time.
Once approved, the final drawing, inspection record and accepted sample can become the manufacturing reference for repeat orders.

5. Treat the Supplier as an Extension of the Factory
Outsourcing reduces internal workload only when the supplier's process is stable. Otherwise, the purchasing team simply exchanges production pressure for inspection and rework pressure.
During supplier qualification, I look for evidence of:
- Controlled drawing revisions
- Material identification and traceability
- Dedicated welding fixtures
- Consistent panel and seam welding
- Dimensional inspection
- 100% leak testing
- Defined repair and retest procedures
- Coating-thickness control
- Nonconformance reporting
IEC 60076-22-2:2019 addresses removable radiators for liquid-immersed transformers, including common requirements, preferred interchangeability dimensions and testing provisions.
The project drawing and purchaser specification still need to state the actual test pressure, holding time, acceptance criteria and documentation requirements.
A complete transformer radiator leak-testing record should be linked to the radiator identification rather than supplied as a generic certificate.
6. Protect Drawings and Control Every Revision
Outsourcing introduces a risk that is easy to underestimate: production may continue from an obsolete drawing while the transformer design has already changed.
To prevent this, I require:
- A controlled drawing register
- Clear revision numbers
- Written approval before production
- Formal engineering-change notices
- Cancellation of superseded drawings
- Defined ownership of fixtures and tooling
- Confidentiality terms where required
A marked-up image sent through WhatsApp can help explain a problem, but it should not become the final production instruction. The approved drawing must remain the single source of truth.
The supply agreement should also explain what happens to dedicated fixtures if the relationship ends or production transfers to another factory.
7. Connect Middle East Logistics to the Assembly Schedule
A radiator that leaves the factory on time can still arrive late, bent or scratched. Thin radiator panels and projecting flanges need more protection than their weight may suggest.
For repeat batches to the Middle East, FCL shipping generally reduces handling compared with LCL cargo. Deliveries may be arranged through ports such as:
- Jebel Ali in the UAE
- King Abdulaziz Port in Dammam
- Jeddah Islamic Port
- Sohar Port in Oman
- Hamad Port in Qatar
- Shuwaikh Port in Kuwait
Packing should prevent radiator panels from touching each other. Flanges, valves and coating surfaces need separate protection, while lifting and stacking restrictions should be visible on the package.
Where practical, radiators may be consolidated with transformer oil tanks or other fabricated components. The loading plan must still ensure that heavier equipment cannot damage the radiator panels.
Delivery responsibilities should be defined using the official Incoterms® 2020 rules. FOB or CIF may suit sea shipments, while FCA or DAP may be considered depending on the buyer's freight arrangements.
Match Payment to Actual Progress
For routine orders, payment may be arranged as 30% deposit and 70% before shipment by T/T. Larger project orders or first-time cooperation may use an irrevocable L/C at sight.
I prefer payment milestones linked to visible progress:
- Deposit after purchase-order confirmation
- Production after drawing approval
- Inspection before balance payment
- Shipment after document confirmation
For projects involving SEC, DEWA, EtihadWE, Kahramaa, Nama or another regional utility, the relevant purchaser specification should be included in the RFQ.
IEC requirements are an important technical baseline, but they do not automatically replace local utility specifications, approved vendor requirements or project-specific documentation.
When Outsourcing Is Not the Right Decision
External manufacturing is not automatically the best answer. I would keep production in-house when:
- Demand is stable enough to keep the line fully utilized
- Designs change too frequently for external production
- Same-day prototype modification is essential
- Proprietary construction details require tighter control
- Freight costs remove the expected savings
- Internal quality and delivery performance are already strong
The decision should be reviewed periodically. Production volume, labour availability, freight rates and customer schedules can all change the calculation.
What a Transformer Radiator Outsourcing RFQ Should Include
A useful RFQ needs more than a radiator drawing. It should give the supplier enough information to evaluate tooling, capacity and delivery risk.
I normally include:
- Annual forecast and expected batch quantity
- Peak monthly requirement
- Approved radiator drawing
- Transformer cooling method
- Material and welding requirements
- Test pressure and acceptance criteria
- Paint or galvanizing specification
- Inspection and document requirements
- Packaging method
- Required production time
- Destination port and Incoterm
If the installation is exposed to coastal salt, sand or aggressive industrial conditions, the RFQ should clearly state the environmental category. A hot-dip galvanized transformer radiator may be considered where required by the project specification.

Outsourcing Should Buy Capacity, Not Loss of Control
The best transformer radiator outsourcing arrangement does more than reduce fabrication work. It gives the transformer factory additional capacity while preserving engineering authority, traceability and delivery control.
As a purchaser, I would not ask only, "Can this supplier make the radiator?" I would ask:
Can this supplier support our production peaks without creating new quality, schedule or communication risks?
That question leads to a much better sourcing decision than comparing quotations by price alone.
